I agree with muffpap - it is probably a steel mill. there are 2 in the city I live in and we can see that on any overcast night from 15 km away.

i've seen glows like that from las cruces, new mexico emanating out of white sands missle range..since it looks like it's in the mountain it could be jet/rocket engine testing..testing of that sort is usually done inside of a mountain
