CHEYENNE, Wyo. -- The state of Wyoming has paid $110,000 to settle a lawsuit filed by a Walmart trucker kidnapped last year by a rogue state trooper in an aborted murder plot.
Trucker Richard J. Smidt of Arvada, Colo., said Wednesday that he hopes the settlement will force the Wyoming Highway Patrol to improve how it trains and oversees troopers.
Former trooper Franklin Ryle admitted last year he kidnapped Smidt and planned to kill him in a staged accident to extort money from Walmart.
Ryle pleaded guilty last year to violating Smidt's civil rights. Ryle is serving a 15-year prison sentence.
The Highway Patrol originally had paid Smidt $10,000 to settle his claims without telling him about Ryle's plot.
Wyoming Attorney General Bruce Salzburg declined comment.

CHEYENNE - It’s some time after midnight, you are awakened by a loud persistent pounding at your front door.
As you head to the front door your wife checks on your little-one that may have been frightened by all the banging.
Before you open the door you say to yourself, what kind of animal comes pounding on the door at this hour, "maybe they aren't so friendly".
You open the front door but no one is there, with your gun in hand pointed toward the ground you decide to walk outside to investigate, you take a few steps into your own yard.
The next thing you know you are being held at gun-point by the police on your own property!
This is exactly what happened to Newcastle Wyoming Resident Elijah Schlup on July 1, 2010 at approximately 1am.
Goes to their head
Mr. Schlup’s wife was also standing behind him when this police ambush took place right in front of their baby’s bedroom window.
The bad actor, Police Officer Greg Locke actions also placed Mrs. Schlup and the couples eighteen month baby in a possible "line of fire”.
This all happened because of an alleged barking dog complaint.
During this unwarranted standoff that lasted about 15 minutes Officer Greg Locke made demands of Mr.Schlup as if he was a criminal.
Mr. Schlup told Officer Locke that he wasn't breaking any laws by having a firearm on his own property, but Locke wouldn't have any of that. Schlup also informed the Officer that he shouldn't point his weapon at anyone unless he intended to cause destruction, Officer Locke made it clear that - "he would shoot him".
I know this is even more shocking - it happened in a Wyoming town of around five thousand.
Question – why do these Rambo Cops keep turning up in Wyoming?
Later that same morning at 4am Mr. Schlup went down to the police station to request information about the incident where he was told – “The chief of police will review your request and decide if the request will be granted or not”. Sounds like the blue code of silence to me.
This is where you ask yourself - is Wyoming becoming a police state?
From the town website – “Newcastle Police seek to protect and serve the public through providing the highest level of public safety while protecting the rights and dignity of the public”.
Wouldn't you say Officer Greg Locke missed the mark?
I have stated that the influx of police from out of state has caused similar incidents here in Wyoming. It would appear that these occurrences are happening at a greater rate.
VOICE YOUR OUTRAGE!!!
Please call the Newcastle Wyoming Police Department and let them know we are watching them, let them know that we are just waiting to bring them in front of a Jury the next time they abuse their power.

City of Cody Wyoming challenging lawful carry with nuisance code
* November 9th, 2010 6:58 pm MT
Cody Council agreed to remove ban.
Once again the gun control movement has reared its ugly head in Wyoming. But not where one would expect. The City of Cody being rich in gun history declares lawful gun owners a public nuisance!!!
We expect this kind of stupidity in California or New York, but not in Wyoming...Just another case of Politicians that tell you what rights you can and can’t have”.
The City of Cody is challenging the State Preemption, 6-8-401 is a section of statute limiting local municipalities from controlling your gun rights. It is there to stop a patchwork of laws from occuring within the borders of Wyoming. To see this statute click here
The bad actors (Mayor , City Council, City Attorney and the State Attorney General) claim that local government can control gun rights with W.S. 15-1-103 (a) (xviii) a statute pertaining to –“ prevention or suppression of riots, disturbances, disorderly assemblies or parades, or any other conduct which disturbs or jeopardizes public health, safety, peace, or morality, in any public or private place”.
Nice try, but this applies to activities that criminals regularly participate in! The fact is, merely being in possession of a firearm does not make one guilty of rioting, disturbances or bad conduct. In case the Cody officials can’t read – THIS IS AN UNRULY MOB CLAUSE! It was never intended to be used against lawful carry by law abiding citizens. PERIOD!
Interestingly Cody City Council President and recently elected Wyoming House Representative Sam Krone (Republican-Cody) joined in the shenanigans. Krone sought the opinion of the most liberal attorney in Wyoming, Freudenthal appointee Bruce Salzburg . Since it appears that Krone gets his lead from the liberal progressives, it may be an indication of just what kind of “Republican” Krone is.
Krone a Wyoming Attorney should be capable of the proper interpretation of Wyoming law as well as the constitution. Instead by his actions, Krone has proved beyond a reasonable doubt that he cannot truthfully take an oath to uphold the constitution. Need more proof? Krone is on the record for saying that Wyoming cannot fight Obamacare. Does this make his politics clear? Sounds like Krone is really a “hope and change “supporter.
As far as Attorney General Bruce Salzurg, this isn’t the first time he has attacked gun rights. In 2009 Salzburg issued an order removing reciprocity agreements with several states. Of course he allowed reciprocity with Massachusetts, a state that doesn’t allow reciprocity with any other state. Maybe this is because Massachusetts is Salzburg’s home state. How do you spell “Elitist”?
Of course Salzburg realized that he made a huge mistake after many gun owners called Freudenthal’s office, including out of state gun owners stating they would not visit Wyoming on vacation. Shortly after his intentions as a gun control advocate were exposed, Salzburg reversed his initial order. To read about this click here
The town of Cody should know better than being used as the pawns of the gun grabbers. Specifically they have accepted an “opinion” that a nuisance clause in the state preemption gives them the right to stop lawful carry in a publicly owned recreation center.
Again they are deeming lawful carry as a nuisance!!! This is how the gun grabbers get their hooks in the system. Chicago style gun control tactics here in Wyoming.
WyGO - Wyoming Gun Owners will be issuing a travel alert recommending that visitors to Wyoming bypass Cody and Park County altogether.
Cody Council agreed to remove ban.
Other supporting data
Krone was endorsed by Obama supporter Gov. Dave Freudenthal.
Sam Krone himself, endorsed liberal Democrat Kelly Jensen in a local race. Against the wishes of Cody Conservatives.
