I think the bleeder actually shot himself... You can see him fumbling his gun out, then he trips and hits the ground and fires a shot from the ground. I'm thinking he popped one off in his shorts, right down into the femoral. It doesn't appear the policeman fires a round from his M16 until he's falling over backwards, after the bleeder has already hit the ground.
