Citizen's arrest authority are not the same as a police officer's. It must be a felony and most jurisdictions require that the person actually witness or have reasonable suspicion that a felony has occurred.
A suspicious looking person walking around a neighbourhood at night in itself is not enough to trigger citizen arrest authority.
