A friend videoed this with his cheap phone (hence the poor 3gp quality).
In Phnom Penh, if you drive a Land-Cruiser or Lexus or other ‘expensive’ car, you are immune to traffic law!
Here we see a good example of how the police are powerless to stop a normal everyday fender bender turning into a hit and run.
The ‘powerful’ people (read rich), are normally Generals and other high ranking police officers, and display their wealth and power by driving a 4x4 (Asian logic!).

They s peed through red traffic lights, and the police are AFRAID to stop them, but if you ride a moto or drive an older car, the cops are always holding out their corrupt hands for money!

In the video, a 4x4 has tried to push a moto rider out of his way, and the rider is not happy.
The impatient car driver, is being ASKED by the cop to stop, but instead he simply continues OVER the moto.
Notice the cop trying to walk away instead of intervening (grabbing the key etc).

Eventually, the car driver goes over the bike, which gets lodged under the car, and then continues down the road with the bike – poor motorcyclist limping after him with no help from the police..
The bike rider is probably trying to feed his family on $2 a day, but will usually be forced to accept responsibility for the accident, threatened with prison and even end up having to pay for any damage to the 4x4!
