My father is working in Kazaksthan, and they recieved this notice from "Travel Security":

An explosion on 31 October occurred at around 10.30 (local time)
inside the compound of the regional administration (Akimat), located
on Pushkin Street in the western city of Atyrau (Atyrau oblast).
Local sources indicate that the device was hidden in a rubbish bin.
The security forces have evacuated the building and cordoned off the
area. Meanwhile, another explosion occurred at a residential
building in the nearby Sary-Arka area. The police evacuated all
tenants and enforced access restrictions in the area. The cause of
the second incident is unclear.
