Definition: (DOD) Actions to convey and/or deny selected information and indicators to foreign audiences to influence their emotions, motives, and objective reasoning; and to intelligence systems and leaders at all levels to influence official estimates, ultimately resulting in foreign behaviors and official actions favorable to the originator's objectives. In his Navy Day speech on October 27, 1941, Roosevelt said he had “a secret map, made in Germany by Hitler’s government by the planners of the new world order.” The President continued by claiming, “That map, my friends, makes clear the Nazi design not only against South America, but against the United States as well.”
The problem here is the simple fact that the map was part of a British disinformation operation, and that it is likely that FDR knew it.
